[PATCH] byteorder.c

Hi,

Its been a long time since I've posted anything to this list, mainly because
my company graciously gave me 1 1/2 years to get a Ph.D. as long as I agreed
to work full time too :) (and by the way I don't have a masters :)  So, I've
been very busy.  Nevertheless, I saw the recent complaints about lack of
documentation and thought I might help out.  Here is an initial attempt at
adding comments to byteorder.c and adding a byteorder.dev file.  If you like
this, then I will continue going through the files and adding comments to
each one as well as a .dev file.  However, I thought I would start with a
small file and make sure everyone likes it before proceeding.
